Requires political subdivisions, state agencies, businesses, and entities receiving appropriated state general revenue funds to publish annual public notices listing the name and compensation of each registered lobbyist employed by them, starting January 1, 2013

Political subdivisions, state agencies, and public entities must also publish names of other entities or organizations they have membership relationships with and the amount of membership dues paid

Exempts private associations and business organizations from publishing individual member lists or their membership relationships with other entities

Exempts individuals receiving state funds, including those receiving tax rebates, salaries, or bond payments

All required information must be reported to and published on the Missouri accountability portal; failure to publish results in a civil fine not to exceed $1,000
