Creates the "Missouri Commission on Workforce Preparedness" within the Department of Economic Development to conduct a study on how higher education is meeting the needs of Missouri employers.

Requires the commission to submit annual reports to the governor, Missouri House of Representatives, and Missouri Senate, with the first report due no later than August 28, 2013.

Establishes a minimum of 13 commission members: 2 appointed by the Speaker of the House, 2 appointed by the President Pro Tem of the Senate, and 9 appointed by the governor (with no more than 4 from the higher education community).

Requires the commission to hold its first meeting no later than October 1, 2012, and meet at least quarterly, with the Director of the Department of Economic Development serving as chair.

Provides that commission members shall receive no compensation for their service.
