Creates a new category called "cottage food production operation" for individuals producing baked goods, canned jams or jellies, or dried herbs or herb mixes from their home kitchen for direct sale to consumers.

Exempts cottage food production operations from state and local health and food code laws and regulations, provided they have annual gross income of $50,000 or less from these food sales.

Requires the Department of Health and Senior Services to establish labeling rules that include the operation's name and address plus a statement that the food is not inspected by the department or local health department.

Prohibits local health departments from regulating food production at cottage food operations but requires them to maintain records of consumer complaints against such operations.

Prohibits the sale of cottage foods through the internet; sales must be conducted directly to consumers only.
