• Establishes provisional and temporary licensure categories for behavior analysts and assistant behavior analysts in Missouri, allowing qualified individuals to practice before passing national certification exams or while completing final requirements.

• Requires all behavior analysts and assistant behavior analysts to be certified by a nationally accredited certifying entity, such as the Behavior Analyst Certification Board, and licensed by the state.

• Provisional licenses require applicants to hold a bachelor's or graduate degree, complete all coursework and supervised field experience, and meet all other requirements except passage of the national certification examination; provisional licenses expire after one year with possible renewal up to two years total.

• Temporary licenses may be issued upon receipt of a complete application, fee payment, and fingerprint processing with no disqualifying criminal history; temporary licenses expire within 90 days, with one possible 90-day extension.

• Establishes the Behavior Analyst Advisory Board within the state committee of psychologists to review applications, complaints, and recommend rules and regulations governing the practice of applied behavior analysis in Missouri.
