Repeals and replaces sections 337.300, 337.310, 337.315, 337.325, and 337.345 relating to licensure of behavior analysts and assistant behavior analysts in Missouri.

Establishes new license categories: provisionally licensed behavior analyst (PLBA), provisionally licensed assistant behavior analyst (PLABA), temporary licensed behavior analyst, and temporary licensed assistant behavior analyst.

Allows the committee to issue provisional licenses to applicants who have completed all coursework and supervised field experience but have not yet passed the national certification examination; provisional licenses expire after one or two years maximum.

Permits temporary licenses to be issued upon receipt of complete application and fee with no disqualifying criminal history; temporary licenses expire within 90 days with one possible 90-day extension.

Requires provisional and temporary licensees to practice under supervision of a licensed behavior analyst and maintains restrictions on practice to demonstrated areas of competence.
