Establishes the 2005 NFPA 70 National Electrical Code and 2006 versions of International Building, Residential, Fire, Plumbing, Mechanical, Fuel Gas, and Property Maintenance Codes as Missouri's official state codes effective January 1, 2013.

Creates a nine-member State Code Commission within the Department of Public Safety, appointed by the governor with senate consent, including building officials, fire marshals, engineers, architects, home builders, and trade professionals to oversee code adoption and inspector registration.

Allows jurisdictions to adopt official state codes by ordinance with at least one copy filed 90 days before adoption; requires fire protection districts that adopt technical codes to use the Missouri fire code or International Fire Code no more than one version behind official codes.

Establishes the State Code Fund administered by the state fire marshal, funded by inspector registration fees not to exceed $25 annually, to support code administration and training.

Exempts agricultural buildings from all official state codes and allows jurisdictions to enforce codes through employee inspections, intergovernmental agreements, or registered third-party inspectors; requires jurisdictions to remain no more than one code version behind official state codes.
