Repeals and replaces section 304.281 regarding traffic control signals, establishing rules for green, yellow, and red light indications for vehicles and pedestrians.

Requires red light and speed violations to be reported to the Department of Revenue for point assessment under section 302.302, and establishes violations as Class C misdemeanors.

Mandates the Department of Transportation establish minimum yellow light change interval times in accordance with the Manual on Uniform Traffic Control Devices national standards.

Directs all fines collected from automated traffic enforcement systems to local school districts where violations occurred and prohibits jurisdictions from mailing fine collection letters more than one year after a violation occurs.

Defines "automated traffic enforcement system" to include camera and optical devices recording traffic violations, along with automated speed enforcement systems, and authorizes the Department of Transportation to promulgate implementing regulations.
