Requires scrap metal dealers to pay for copper property and HVAC components by check (not cash) and to mail checks to unlicensed sellers via U.S. mail to their address on file.

Mandates scrap metal dealers maintain detailed transaction records for three years including seller identification, driver's license information, amount paid, business license numbers, and vehicle license plates; violations are class A misdemeanors.

Prohibits scrap metal dealers from purchasing catalytic converters except from vehicle repair businesses, HVAC components without written authorization, or new construction materials without proof of ownership or authorization.

Requires scrap metal dealers to register with the ISRI Scrap Theft Alert system, restrict retail hours between 6:00 a.m. and 7:00 p.m., and prohibit purchases from persons under 18 years old except for aluminum cans.
