Repeals and replaces section 191.332 of Missouri Revised Statutes regarding newborn screening requirements.

Requires the Department of Health and Senior Services to expand newborn screening by January 1, 2002 to include potentially treatable or manageable disorders such as cystic fibrosis, galactosemia, biotinidase deficiency, congenital adrenal hyperplasia, maple syrup urine disease, and various other amino acid and fatty acid oxidation disorders.

Mandates the Department of Health and Senior Services to expand newborn screening by January 1, 2013 to include severe combined immune deficiency disease (SCID), also known as bubble boy disease.

Authorizes the Department of Health and Senior Services to promulgate rules to implement the provisions, subject to appropriations and chapter 536 rulemaking procedures.
