Establishes the "House of Worship Act" defining "house of worship" as any church, synagogue, building, structure, or place used for religious worship, instruction, or religious purposes.

Creates the crime of disrupting a house of worship by knowingly disturbing worship services through profane discourse, rude behavior, or unreasonable noise, or intentionally injuring, intimidating, or interfering with persons exercising religious freedom.

Disrupting a house of worship is a class C misdemeanor for first offense, class B misdemeanor for second offense, and class A misdemeanor for third or subsequent offenses.

Enhances institutional vandalism penalties to class D felony if damage exceeds $1,000 and class C felony if damage exceeds $5,000, while maintaining class A misdemeanor for damage under $1,000.

Allows civil actions for both disrupting a house of worship and institutional vandalism, including injunctive relief, compensatory and punitive damages, costs, and reasonable attorney's fees.
