Establishes Section 290.590 in Missouri law prohibiting employers from requiring employees to become or refrain from becoming members of labor organizations as a condition of employment.

Prohibits employers from requiring employees to pay dues, fees, assessments, or other charges to labor organizations, or to pay equivalent amounts to charities or third parties in lieu of union dues.

Declares any agreement between labor organizations and employers that violates these employee rights as unlawful, null, and void.

Establishes violations as class C misdemeanors and provides injured persons rights to injunctive relief and recovery of damages including attorney fees.

Exempts federal employees, employers covered by the Railway Labor Act, federal enclaves, and agreements predating the law's effective date, with the measure subject to voter approval in the November 2012 election.
