Increases death benefit for active members of the County Employees' Retirement System from an unspecified amount to $10,000, with an exception for members who die after December 31, 2002 and before becoming vested.

For non-vested members who die after December 31, 2002, the death benefit equals their accumulated contributions if that amount exceeds $10,000.

Death benefits are paid to the designated beneficiary, or if none exists, to the surviving spouse, surviving children in equal shares, or the member's estate in that order.

If a member names multiple beneficiaries without specifying percentages, the benefit is divided equally among them.

Clarifies that non-vested members who terminate employment with less than eight years of service may receive accumulated contributions or death benefits under these provisions.
