Creates a permanent "Capitalism Education and Awareness Commission" within the Department of Elementary and Secondary Education to promote capitalism education programs in Missouri schools.

Commission composed of 12 members: the commissioner of higher education, the commissioner of elementary and secondary education, the president of the University of Missouri system, and nine public members representing diverse economic and free market groups, all appointed by the governor with senate consent.

Authorizes the commission to receive public appropriations and private contributions to fund programs and publications educating the public about capitalism and its benefits.

Defines "capitalism" as a political-economic system with privately or corporately owned means of production, where development is proportionate to profit accumulation and reinvestment in free markets, ensuring economic freedom through voluntary exchange under rule of law.

Allows the commission to employ an executive director and other staff to carry out its functions.
