Repeals section 37.020 and enacts seven new sections (37.020, 37.760-37.770) relating to state contracts with minority and women-owned businesses.

Establishes the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" with seven members including four appointed by the governor, one representative each from the House and Senate, and the commissioner of administration as an ex officio member.

Requires the committee to complete a study by December 31, 2013 to ensure participation from socially and economically disadvantaged minority or women's business enterprises in state contracts for supplies, services, and construction.

Directs the committee to compile a database of certified minority and women-owned businesses participating in state contracts, recommend alert systems for upcoming contracts, and establish requirements for contractors to notify minority and women-owned subcontractors of opportunities.

Creates automatic sunset provisions for the program six years after effective date unless reauthorized, with twelve-year sunset if reauthorized; committee members receive no compensation but are reimbursed for actual expenses.
