Repeals the authority of the Board of Probation and Parole to charge offenders up to $60 per month in intervention fees for parole, probation, or conditional release.

Removes language that allowed collected fees to be used for community corrections and intervention services including substance abuse treatment, mental health services, electronic monitoring, and employment placement.

Eliminates the board's discretion to waive fees, sanction offenders for nonpayment, or contract with private entities for fee collection services.

Maintains all other parole eligibility requirements and board authority regarding parole conditions, victim notification, and hearing procedures.
