Allows homeowners to cancel contracts with residential contractors within five business days after receiving written notice from their insurer that a claim is not covered, with refunds required within ten business days except for emergency services already performed.

Requires residential contractors to provide homeowners with a written cancellation notice statement in 10-point boldface type before entering into a contract, including a detachable "NOTICE OF CANCELLATION" form in duplicate.

Prohibits residential contractors from representing or negotiating on behalf of homeowners in any insurance claim related to roof system repairs or other exterior work.

Classifies violations of these provisions as unfair practices under Missouri's merchandising practices act.
