Creates new section 210.567 requiring the Division of Family Services to make public reports on foster homes containing operator names, state funding amounts, background investigation details, concerns raised during licensure, competency assessments, references contacted, previous foster care assignments, and complaint history, while protecting addresses and personal safety information.

Expands the Safe Place for Newborns Act to allow parents to relinquish newborns up to forty-five days old (previously five days) without prosecution, with protections ensuring relinquishing parents cannot be identified and are not required to provide identifying information.

Allows nonrelinquishing parents thirty days from public notice to establish parental rights to a relinquished infant; failure to do so may result in termination of all parental rights.

Modifies section 211.447 to add voluntary relinquishment under the Safe Place for Newborns Act as grounds for establishing a child as abandoned and requiring termination of parental rights petitions within sixty days of judicial determination.

Provides immunity from civil, criminal, and administrative liability for hospital employees, firefighters, emergency medical technicians, and law enforcement officers who accept custody of relinquished newborns in good faith.
