Repeals and replaces section 178.693 regarding state reimbursement for school district early childhood programs including parent education, developmental screening, and services for developmentally delayed children ages three and four.

Establishes a grant program for school districts with less than 50% participation in the Parents as Teachers program that provide outreach services, with priority given to districts targeting families with incomes below 200% of the federal poverty level.

Requires all licensed child care providers serving families receiving state-funded child care assistance to be reimbursed at the current market rate for child care as established by the biennial state market rate survey by July 1, 2016.

Authorizes the Department of Social Services to offer grants through the T.E.A.C.H. early childhood Missouri scholarship program and the workforce incentive initiative to a maximum of 250 child care professionals each year to improve quality and reduce workforce turnover.
