Imposes wage and job creation standards: subsidies limited to $35,000 cost per full-time job, employees must earn at least 85% of average regional wage (75% for small businesses), and corporate parents must maintain 90% of state employment.

Establishes recapture provisions requiring repayment of subsidies on pro-rata basis if job creation, wage, or benefit targets are missed, with full subsidy voided if recipient defaults three consecutive years.
