Repeals and replaces section 160.775 regarding school bullying policies and requirements.

Expands the definition of bullying to include actions qualifying for enhanced penalties under state law and discriminatory actions prohibited under Title IX of the Education Amendments of 1972.

Requires school district antibullying policies to treat all students equally without specific lists of protected classes, while ensuring all students have a safe learning environment.

Mandates that both district employees and students report any bullying incidents they have observed, been involved in, or have knowledge of, and requires policies to be included in student handbooks with parent notification of incidents.

Requires districts to inform bullying targets and their parents of potential remedies including civil action and intervention by county, state, or federal agencies if internal procedures fail to resolve the bullying.
