Repeals and rewrites 28 sections of Missouri law governing political subdivisions, including provisions for county budgets, municipal annexation, law enforcement districts, and redevelopment areas.

Allows counties to amend budgets during fiscal years when receiving unexpected funds or experiencing a 2% or greater decline in revenues, with restrictions on affecting independently elected officeholders.

Creates procedures for law enforcement districts in certain counties to levy property taxes up to 30 cents per $100 assessed valuation with voter approval, govern with five-member boards, and contract with county sheriffs for services.

Establishes requirements for distressed municipalities in large counties to provide 911 emergency service, 24/7 armed law enforcement, pursuit/use-of-force policies, peace officer benefits, code enforcement, street maintenance, weekly refuse collection, balanced budgets, and annual financial audits.

Modifies municipal annexation procedures to allow expedited voluntary annexations by municipalities that provide water and sewer services, and adds three-year statutes of limitations for challenging annexations.
