Allows individuals to obtain a veteran designation on their Missouri driver's license or identification card by providing a DD Form 214 discharge document showing "honorable" or "general under honorable conditions" discharge status.

Requires applicants to pay the standard fee for the driver's license or identification card when applying for the veteran designation.

Permits individuals with unexpired licenses to obtain a duplicate license with veteran designation by paying the duplicate license fee ($15 for commercial licenses, $7.50 for other classifications) rather than a renewal fee.

Authorizes the Department of Revenue to determine the placement of the veteran designation on licenses and identification cards and to promulgate necessary administrative rules.

Modifies section 302.185 to allow duplicate licenses to be issued when a veteran seeks a veteran designation prior to license expiration, in addition to existing grounds for duplicate licenses.
