Requires the Department of Higher Education and Coordinating Board for Higher Education to adopt a policy by January 1, 2013, mandating that all postsecondary institutions award educational credits to enrolled veterans for military training or service courses.

Educational credits must be awarded for courses meeting American Council on Education standards or equivalent standards, provided the award is based on the institution's admission standards and mission.

Applies to all universities, colleges, vocational and technical schools in Missouri.

Requires all postsecondary institutions to adopt necessary rules and procedures to implement this policy beginning in the 2013-2014 academic year and every year thereafter.

Makes rulemaking authority subject to chapter 536 review procedures, with all rules invalid if chapter 536's oversight powers are deemed unconstitutional.
