Reduces court date requirements for eviction cases from 21 business days to 14 business days for residential property, and shortens the timeline for landlords to take possession after judgment from 60 days to 14 days for residential cases.

Increases the maximum security deposit limit from two months' rent to three months' rent, and allows landlords to charge storage fees for deceased tenants' property held beyond 10 days.

Authorizes landlords to enter tenant property to remove unauthorized pets and allows private process servers (in addition to sheriffs) to serve summons in landlord-tenant actions at the landlord's discretion.

Requires tenants to pay attorney fees if the landlord prevails in an eviction action, and requires courts to automatically waive all court costs if they fail to meet statutory timelines for disposing of the case.

Establishes landlord-tenant court divisions in the 22nd judicial circuit (St. Louis) and 16th judicial circuit (Jackson County) with appointed commissioners to hear disputes, and allows judges to inspect premises condition on the date judgment is entered.
