Repeals and replaces section 182.802 of Missouri law to authorize public library districts to impose a sales tax on retail sales for library operations and maintenance.

Allows public library districts to impose a tax not exceeding one-half of one cent on all retail sales, subject to majority approval by voters in the district.

Requires the library district board of directors to submit the proposed tax to voters at a county or state general, primary, or special election before the tax becomes effective.

Defines "public library district" to include city library districts, county library districts, city-county library districts, municipal library districts, consolidated library districts, and urban library districts.

Specifies that "qualified voters" include registered voters within the district or, if none exist, all real property owners in the district who unanimously petition for or consent to the tax.
