Creates a ninth voting member on the University of Missouri Board of Curators to be a student curator appointed by the governor with senate confirmation, effective January 2013.

Grants the student curator full voting rights on all board matters including hiring or firing the university president, chancellors, general counsel, and board secretary, but excludes votes on faculty and staff hiring or firing.

Requires the student curator to be a graduate or professional student, Missouri resident, and full-time student, serving a two-year term contingent on maintaining full-time student status.

Maintains the existing student representative position as non-voting unless converted to the voting student curator position under the new provisions.

Establishes that regular curator terms remain six years with three expiring every two years, while student curators serve two-year terms distinct from the standard curator term structure.
