Repeals and replaces section 160.775 of Missouri law to establish comprehensive antibullying policy requirements for all school districts by September 1, 2007.

Defines bullying as discrimination, intimidation, or harassment that causes a reasonable student to fear for physical safety or property, substantially interferes with educational performance, or disrupts school operations; includes physical actions, oral, cyberbullying, electronic, or written communication.

Requires bullying policies to prohibit discrimination based on race, color, religion, ancestry, national origin, gender, sexual orientation, intellectual ability, physical appearance, or mental, physical, or sensory disability, and association with individuals in these categories.

Mandates school districts include minimum policy components: reporting procedures allowing anonymous complaints, investigation protocols, response procedures, anti-retaliation provisions, employee training phased over four years beginning September 1, 2012, and annual confidential surveys measuring student and employee experiences of harassment and discrimination.

Authorizes the State Board of Education to promulgate rules and develop model policies to assist local school districts in preventing bullying by September 1, 2012.
