School districts must establish a "green" cleaning policy and exclusively purchase environmentally-sensitive cleaning products meeting department guidelines, beginning in school year 2013-14.

Districts may deplete existing cleaning supply stocks before implementing new requirements in the next procurement cycle.

Districts may request exemption from the green cleaning policy requirement by providing annual written notification to the Department of Elementary and Secondary Education if adoption would increase cleaning costs (excluding training and staff development expenses).

The Department of Elementary and Secondary Education, in consultation with the Department of Health and Senior Services and stakeholder panel, shall establish and annually update guidelines and specifications for environmentally-sensitive cleaning products, paper products, and equipment; guidelines must be completed by February 24, 2009 and posted on the department's website.

The department shall distribute guidelines to all districts for dissemination to individual schools, and may promulgate rules and regulations to implement the policy provisions.
