Repeals 121 outdated and unfunded statutory sections across Missouri government covering education, health services, welfare programs, agriculture, and other areas that are no longer actively implemented or funded

Retains four sections with sunset provisions: Women's Heart Health Program (expires 3 years after enactment), long-term care facility inspector training standards, MO HealthNet benefits provisions, and Medicaid insurance purchase program (expires 1 year after enactment)

Establishes automatic sunset dates under Missouri's sunset act for the retained programs, requiring reauthorization by the General Assembly to continue beyond their expiration dates

Eliminates obsolete programs including various teacher loan programs, demonstration projects, pilot programs for child care and elderly services, and outdated grant programs that lack current appropriations or federal funding
