Allows "conforming out of standard signs" that met August 27, 1999 requirements to be treated as conforming signs under current state transportation commission rules, including use of new display technologies, lighting, cutouts, and extensions.

Imposes a moratorium on issuing new state sign permits when the commission approves funding for any street or highway construction phase, with the moratorium lifted upon construction completion.

Permits sign owners to voluntarily reset existing qualifying signs to the same or adjoining commercial/industrial property under a partial waiver and reset agreement, with the state providing compensation for actual reset costs.

Requires reset signs to comply with August 27, 1999 outdoor advertising regulations, use the same materials as originals, and not exceed the original sign's square footage.

Mandates that the Missouri Department of Transportation add the words "Thank You Troops" to "Welcome to Missouri" signs on interstate highways.
