Amends Missouri law to require at least 10% of drug testing for violent offenders on probation, parole, or conditional release be conducted using hair follicle testing methods.

Applies to drug testing required under the authority of sections 217.690 or 217.755 for offenders placed under board supervision, subject to appropriations.

Defines "violent offenders" through department rules, with the department authorized to establish implementation procedures.

Any rules created under this section must comply with Missouri's Administrative Procedure Act (Chapter 536) and are subject to legislative review and potential disapproval.
