Repeals section 21.750, RSMo and enacts a new version that preempts all local firearm regulations to the state level, making existing and future local ordinances null and void with limited exceptions.

Prohibits counties, cities, towns, villages, and other political subdivisions from adopting ordinances concerning the sale, purchase, transfer, ownership, use, possession, bearing, transportation, licensing, permit, registration, or taxation of firearms, components, and ammunition.

Removes the authority of political subdivisions to regulate the open carrying of firearms readily capable of lethal use, making such regulations unenforceable.

Requires any local ordinance regulating the discharge of firearms to incorporate all justification defenses provided under chapter 563 of Missouri law.

Declares that the lawful design, manufacture, marketing, distribution, or sale of firearms and ammunition is not an abnormally dangerous activity or public nuisance, and prohibits political subdivisions from suing manufacturers, trade associations, or dealers for damages related to lawful firearm sales.
