Repeals and replaces section 162.481, RSMo, governing school director elections in urban districts.

Establishes that school districts becoming urban districts due to the 2010 federal decennial census and all subsequent censuses shall hold annual elections aligned with municipal election dates.

Sets director terms at three years for all directors elected on and after the effective date of this section in newly urban districts under the 2010 census provision.

Maintains existing election schedules for urban districts formed prior to 2010, including biennial elections for most districts and annual elections for specific districts with populations over 100,000.

Declares the act an emergency measure effective immediately upon passage and approval to clarify terms for school board members elected in April 2012.
