Reduces the highways and transportation commission from an unspecified number to six members appointed by the governor with senate consent, with no more than three from the same political party.

Requires that no more than one commissioner be appointed from the same congressional district, and specifies that commissioners must be U.S. citizens; commissioners who move out of their appointed congressional district forfeit their office.

Establishes that changes to congressional district boundaries do not force commissioners to vacate their seats before their terms expire.

Creates a leadership structure where the two most senior commissioners from opposing political parties serve as chair and vice chair for one-year terms, with the option to rotate positions annually.

Maintains existing requirements that commissioners be state residents and taxpayers for at least five years prior to appointment, with removal possible by the governor for inefficiency, neglect of duty, or misconduct.
