Repeals and replaces section 105.935, RSMo, regarding overtime and compensatory leave for state employees

Allows nonexempt state employees to use accrued overtime hours as compensatory leave time with supervisor approval

Requires departments to pay nonexempt employees annually in cash for any unused overtime hours, with employees retaining option to keep up to 80 compensatory hours

Requires departments to report quarterly to legislative budget committees and the commissioner of administration on accrued overtime hours, dollar equivalents, staffing levels, and vacant positions

Prohibits requiring state employees working 10-hour days and 40 hours per week to take two hours of vacation leave for paid holidays; employees may instead receive compensation for only an eight-hour workday
