Eliminates the targeted recycled content requirements for newspaper publishers, which had escalated from 10% in 1993 to 50% by 2000.

Removes civil penalties of up to $100 per day for newspaper publishers failing to file statements or providing misleading information about recycled content compliance.

Consolidates state government recycling requirements into a single section (34.032) covering paper products, motor oil, and waste reduction across all state departments and agencies.

Maintains state government's obligation to purchase recycled paper when comparable in quality and within 10% of virgin material pricing.
