Allows vehicle owners to purchase special "I'M PET FRIENDLY" license plates with the Missouri State Humane Association emblem for an annual $25 emblem-use contribution fee.

Permits the $25 contribution to be paid either directly to the Missouri State Humane Association or at the time of vehicle registration to the Department of Revenue, which deposits fees into the Missouri Pet Spay-Neuter Fund.

Requires an additional $15 fee beyond the standard registration fee to obtain the special license plate, with no extra charge for personalization.

Creates the "Missouri Pet Spay/Neuter Fund" administered by the Department of Agriculture to distribute grant money to humane societies, municipal animal shelters, and 501(c)(3) organizations exclusively for spaying and neutering dogs and cats.

Establishes a volunteer board of three members (two municipal animal shelter administrators and one humane society administrator from separate congressional districts) to review grant applications, serving three-year terms and meeting at least twice yearly.
