Repeals and replaces section 21.750 of Missouri law regarding political subdivision authority over firearms regulation.

Prohibits counties, cities, towns, villages, and other political subdivisions from adopting ordinances concerning the sale, purchase, transfer, ownership, use, possession, bearing, transportation, licensing, permit, registration, or taxation of firearms, components, and ammunition.

Removes the existing prohibition on ordinances regulating the open carrying of firearms readily capable of lethal use, allowing such regulation by political subdivisions.

Requires any local ordinance regulating the discharge of firearms to comply with section 252.243 and incorporate all justification defenses provided under chapter 563.

Establishes that lawful firearms and ammunition design, manufacturing, marketing, distribution, and sale are not abnormally dangerous activities or public nuisances, and prohibits political subdivisions from suing firearms manufacturers or dealers for damages related to lawful sales.
