Allows vehicle owners to obtain specialty personalized license plates featuring the Missouri Chapter of the American Red Cross emblem after paying an annual $25 emblem-use fee to the American Red Cross Trust Fund and a $25 fee to the director of revenue.

Plates must display the Red Cross emblem and words "PROUD SUPPORTER" with a reflective white background, matching standard license plate design standards and visibility requirements.

Applies only to non-commercial vehicles weighing 18,000 pounds or less and excludes apportioned motor vehicles; vehicle owners must reapply annually to continue displaying the emblem.

Requires a minimum of 200 pre-applications and payment of a $15 specialty plate fee per application plus up to a $5,000 application fee to the department of revenue before manufacturing begins.

Contributions derived from the plate fees, except for reasonable administrative costs, must be used solely for American Red Cross purposes.
