Authorizes boards of election commissioners in cities not within a county or home rule cities with over 400,000 inhabitants in multiple counties to establish voter centers as temporary voting locations on election days.

Voter centers allow in-person voting for federal, statewide, and municipal offices without requiring voters to appear at their designated precinct voting location.

Voter centers are limited to primary, special, and general election days when citywide or statewide offices, presidential primaries, or special elections are on the ballot, and exclude local district elections except municipal elections.

Boards must make good faith efforts to distribute voter centers throughout the city based on geographic diversity, population density, and economic efficiency, and may use free facilities such as businesses, churches, or community centers.

Voter centers shall only conduct in-person voting on election day using regular or provisional ballots, and must follow all regulations governing elections and ballot storage and counting procedures.
