Creates a county drinking water supply lake authority in counties of the third classification with township form of government and 7,200-7,300 inhabitants, and counties of the second classification with 75,000-100,000 inhabitants.

Authority exercises powers over reservoir areas containing drinking water supply lakes of 1,500 acres or more at conservation storage level and within the lake's watershed.

Purpose of authority is to promote general welfare and safe drinking water supply through construction, operation, and maintenance of drinking water supply lakes.

Income and property owned by the authority are exempt from all taxation and assessments by the state, political subdivisions, municipalities, or other governmental agencies.

Counties in which an authority is organized are not liable for construction, operation, maintenance, or any actions taken by the authority related to drinking water projects or programs.
