Allows an attending advanced practice registered nurse in a collaboration practice arrangement with a licensed physician to authorize physical or chemical restraints, isolation, or seclusion in mental health facilities, alongside the facility head or attending licensed physician.

Requires all uses of restraint, isolation, or seclusion to be documented in the patient's clinical record and signed by the authorizing professional (facility head, licensed physician, or advanced practice registered nurse in collaboration).

Maintains that restraints and seclusion are only permissible when imminently necessary to protect health and safety and must provide the least restrictive environment available.

Clarifies that security escort devices used during transport outside facilities are not considered physical restraints and may be used when determined necessary by authorized personnel to prevent escape or ensure safety.

Specifies that extraordinary safety measures during natural or man-made disasters are exempt from restraint and seclusion restrictions.
