Allows individuals and corporations with tax refunds to designate $1 or more (single return) or $2 or more (combined return) to the Lupus Revolving Research Trust Fund, effective for taxable years beginning January 1, 2012.

Permits taxpayers without sufficient refunds to make voluntary contributions by separate check or draft sent with tax payments.

Establishes the Lupus Revolving Research Trust Fund as a dedicated state treasury fund to be distributed to the Department of Health and Senior Services for lupus research grants to state academic medical institutions.

Creates a Lupus Research Enhancement Program within the Department of Health and Senior Services to award grants based on competitive peer review for research on lupus causes, diagnosis, treatment, health disparities, and barriers to care.

Establishes a seven-member Lupus Research Advisory Council to review grant applications, consult with national health organizations, and submit annual reports to the General Assembly; program sunsets December 31 six years after enactment unless reauthorized.
