Allows vehicle owners to obtain specialty personalized license plates bearing the United States Olympic Committee emblem and "GO TEAM USA" upon annual payment of a $25 emblem-use fee to the USOC.

Splits the $25 emblem-use fee equally between the Springfield Olympic Community Development Program (50%) and the United States Olympic Committee (50%).

Requires a $15 additional fee at vehicle registration (beyond regular registration fees) to obtain the specialty plate, with no additional personalization charges allowed.

Requires a minimum of 200 advance applications and a $5,000 application fee before the Director of Revenue can manufacture the specialty plates.

Applies to personal vehicles only, excluding apportioned motor vehicles and commercial vehicles weighing over 18,000 pounds gross weight.
