Allows temporary motorcycle instruction permit holders to renew the permit two additional times for a maximum total period of 18 months instead of the previous 6-month limit.

Requires applicants to be at least 15½ years old and have completed an approved motorcycle rider training course to obtain the temporary permit.

Applies permit restrictions to all temporary permit holders regardless of age, including prohibitions on night riding (half-hour after sunset to half-hour before sunrise), carrying passengers, and traveling over 50 miles from home address.

Removes the engine displacement limitation of 250 cubic centimeters that previously applied only to permit holders under age 16.
