Allows county commissioners, public water supply districts, soil and water districts, sanitary districts, and sewer districts to enter multiyear contracts for engineering, repair, sustainability, water quality management, and maintenance of existing water storage tanks without competitive bidding requirements.

Permits municipal corporations to enter similar contracts through their director, mayor, city manager, or other authorized contracting officer.

Exempts maintenance work performed under such asset management contracts from prevailing wage requirements.

Requires contracts to limit annual payments to the excess of water utility charges over operating expenses and debt service obligations, with compliance work costs spread over at least three years.

Mandates that all work be supervised by a licensed professional engineer under chapter 327 who certifies compliance with applicable codes and engineering standards.
