Changes traffic violations bureau case charges from being excluded to included in the $6 per infraction fee that sheriffs and county marshals can collect for law enforcement services.

Directs one-half of charges collected from traffic violations bureau cases to be deposited into a new "MODEX Fund" established in the state treasury, with the other half going to the inmate security fund or MODEX fund if no inmate security fund exists.

Creates the MODEX Fund to be administered by the Peace Officers Standards and Training Commission, with funds used solely for operational support and expansion of the MODEX system upon appropriation.

Requires the state treasurer to serve as custodian of the MODEX Fund and allows investment of fund moneys, with interest and earnings credited back to the fund.

Specifies that MODEX Fund moneys do not revert to the general revenue fund at the end of the biennium, ensuring dedicated funding for the system.
