Repeals and rewrites sections 34.070 and 34.073 of Missouri Revised Statutes relating to state purchasing preferences.

Establishes a 10 percent price threshold for Missouri preference in commodity purchases, allowing preference when delivered price is no greater than 10 percent higher than competing bids with equal or better quality.

Extends Missouri preference to "comparable" bids that are no greater than 10 percent higher for both commodities and services contracts.

Changes section 34.073 to require (rather than allow) the commissioner of administration to give preference to Missouri firms when competing bids are comparable.

Clarifies that "commodities" includes agricultural products that have been processed or had value added within Missouri.
