Repeals and replaces section 571.030 of Missouri law regarding unlawful use of weapons.

Establishes "Blair's Law" making it a crime to discharge a firearm within or into any municipality with criminal negligence, with exceptions for self-defense, supervised ranges, lawful hunting, nuisance wildlife control, special permits, animal control officers, blanks, and discharges more than one mile from occupied structures.

Municipalities may adopt ordinances restricting firearm discharge within one-quarter mile of occupied structures during lawful hunting season.

Creates class D felony penalties for unlawful weapon use, with class B misdemeanor for certain violations and class B felony for discharging firearms at or from motor vehicles (class A felony if resulting in injury or death).

Exempts law enforcement officers, military personnel, judges, probation officers, prosecutors, and other specified officials from certain weapons restrictions when acting within their official duties.
