Increases the arrearage threshold for elevating criminal nonsupport from a misdemeanor to a felony from 12 monthly payments to 18 monthly payments.

Adds new definition of "arrearage" to include failure to provide support under administrative or judicial support orders, including spousal support when the former spouse is the custodial parent.

Allows defendants convicted of or pleading guilty to criminal nonsupport to petition for expungement of records after 8 years if they meet specified conditions including being current on child support, paying off arrearages, and having no pending charges.

Modifies probation/parole conditions to require that periodic payments toward arrears "shall" (instead of "may") not exceed 50 percent of defendant's adjusted gross income after specified deductions.

Requires prosecuting attorneys in counties with cooperative child support enforcement agreements to report quarterly to the family support division on the number of nonsupport charges filed and convictions obtained.
